The traditional City Hall has historically served as a space for administration, gathering, and civic life, yet Westminster’s current City Hall has limited connection with the communities it represents. At the same time, London’s waterways have become important public spaces, despite water remaining largely a privately controlled resource. The project proposes a network of TideHalls that reconnect Westminster’s City Hall with its population through a series of public platforms. Providing shelter, community programmes, and continuous public access, each platform also functions as a rainwater-harvesting structure.

By using water as both a public amenity and a means of attracting people into civic life, the TideHall aims to strengthen the relationship between citizens and local government while encouraging a new understanding of water as a shared public resource.
